The Structural Deficits in Financial Crime Investigations

Anti-money laundering (AML) controls consume very large resources, while measurable recovery of criminal proceeds remains low. This report examines the pipeline from transaction monitoring through alert investigation to suspicious activity reporting, and identifies two structural deficits: fragmented data that hides multi-hop networks, and the absence of a shared quantitative reference for relational risk. We explore Relational Intelligence as a promising remedy and outline practical next steps for institutions.
